Designing a Dynamic Job Enrichment Model for Redefining Human Resource Roles at Islamic Azad University, East Azerbaijan Province

The expansion of urbanization and the increasing complexity of urban issues have increased the need to utilize new governance approaches to improve the quality of life of citizens. In the meantime, smart governance, as one of the important dimensions of a smart city, can provide the basis for improving urban management and promoting public health by using new technologies, urban data, and citizen participation. On the other hand, citizens' physical activity and related physiological indicators are considered to be the most important factors affecting urban health. Despite the importance of this issue, a coherent framework for the link between smart urban governance and physiological indicators of citizens' physical activity has not yet been presented, especially in the context of Iranian cities. Accordingly, the present study was conducted with the aim of designing a local model of smart governance of sports and urban health with an emphasis on physiological indicators of citizens' physical activity. This study was applied in terms of purpose and conducted with a qualitative approach in terms of method. The research community included experts in the fields of urban management, public sports, urban health, and smart governance, who were selected using purposive sampling and snowball method. Data were collected through semi-structured interviews with 20 experts and analyzed using thematic analysis method based on Brown and Clarke's framework. The results of data analysis led to the identification of five overarching themes, including data-driven and smart governance, citizen participation and public trust, urban sports and health infrastructure, institutional coordination and integrated policymaking, and an ecosystem of new technologies and smart tools. The findings showed that the realization of smart governance of urban sports and health requires the integration of health and physical activity data, active citizen participation, the development of appropriate urban infrastructure, institutional coordination between related organizations, and the use of new technologies for monitoring and analyzing physiological indicators. The proposed research model can provide a practical framework for urban managers to design data-based policies and promote citizen health.
