Urban spaces are a reflection of the political management of space in various micro and macro spheres. Also, urban spaces, as the main physical area of the city, must meet the social needs of citizens and provide the necessary platforms for accessing and providing the services needed by consumers. The purpose of this article is to develop a policy framework to promote the presence of women in urban spaces in Tabriz. This research is of an applied type and the general research method is descriptive-analytical. For this purpose, data collection was based on both documentary and library studies and a field survey was conducted in the form of interviews. Based on the results, policymakers should pay more attention to the specific needs of women. Creating safe spaces, appropriately designing public spaces, and promoting public culture regarding women's rights can help increase their presence in urban spaces. The active presence of women in urban spaces not only helps improve their quality of life, but also leads to sustainable urban development. The present study shows that the ideal Islamic city for women is one in which "security" as a right, "justice" as a dignified distribution of resources, and "participation" as a religious and civic duty are realized simultaneously. Failure to pay attention to any of these three pillars will seriously hinder the presence of women in public spaces in Tabriz. Therefore, it is necessary to develop effective policies for planning and designing public spaces according to the needs and desires of women, which can also be effective in achieving a smart city. شهرها نظام‌های اجتماعی-فضایی هستند که ابعاد مختلفی در زمینه طبیعی، اجتماعی، اقتصادی، سیاسی و نهادی دارند. فضاهای شهری بازتابی از مدیریت سیاسی فضا در عرصه‌های مختلف خرد و کلان است. همچنین فضاهای شهری به عنوان اصلی‌ترین عرصه کالبدی شهر باید نیازهای اجتماعی شهروندان را برآورده نموده و بسترهای لازم در جهت دسترسی و تامین خدمات موردنیاز مصرف‌کنندگان را فراهم کند. هدف مقاله حاضر تدوین چارچوب سیاست‌گذاری برای ارتقای حضور زنان در فضاهای شهری تبریز است. این پژوهش از نوع کاربردی بوده و روش کلی پژوهش توصیفی-تحلیلی می‌باشد. بدین منظور گردآوری داده‌ها هم بر مبنای مطالعات اسنادی و کتابخانه‌ای صورت گرفته و هم پیمایش میدانی به صورت مصاحبه انجام شده است. براساس نتایج بدست آمده، سیاست‌گذاران باید به نیازهای خاص زنان توجه بیشتری داشته باشند. ایجاد فضاهای امن، طراحی مناسب فضاهای عمومی و ارتقای فرهنگ عمومی در خصوص حقوق زنان می‌تواند به افزایش حضور آنها در فضاهای شهری کمک کند. حضور فعال زنان در فضاهای شهری نه تنها به بهبود کیفیت زندگی آنها کمک می‌کند، بلکه به توسعه پایدار شهری نیز منجر می‌شود. پژوهش حاضر نشان می‌دهد که شهر مطلوب اسلامی برای زنان، شهری است که در آن «امنیت» به مثابه حق، «عدالت» به مثابه توزیع کرامت‌آمیز منابع، و «مشارکت» به مثابه وظیفه شرعی و شهروندی، به طور توأمان تحقق یابد. عدم توجه به هر یک از این سه رکن، حضور زنان را در فضاهای عمومی تبریز با مانع جدی روبه‌رو خواهد کرد. بنابراین لازم است سیاست‌های موثری برای برنامه‌ریزی و طراحی فضاهای عمومی با توجه به نیازها و خواسته‌های زنان تدوین شود که می‌تواند در رسیدن به شهر هوشمند نیز موثر باشد.
